Huaping Liu received his B.S. and M.S. degrees from Nanjing University of Posts and Telecommunications, Nanjing, P.R.China, in 1987 and 1990, respectively, and his Ph.D. degree from New Jersey Institute of Technology, Newark, NJ, in 1997, all in electrical engineering. From July 1997 to August 2001 he was with Lucent Technologies, New Jersey. In September 2001, he joined the School of Electrical and Computer Engineering at Oregon State University, where he has been a professor since 2011.

He served as an Associate Editor for the IEEE Transactions on Vehicular Technology (2009-2011), IEEE Communications Letters (2009-2011), an Editor for Journal of Communications and Networks (2009-2015), Security and Communication Networks (2011-2015), and ICT Express (2015-present, and won the Best Editor Award in 2016). He was Technical Program Committee Co-chair, IEEE Radio and Wireless Week 2013, and PHY Track chair, IEEE WCNC 2015.

For his research, he won OSU College of Engineering Research Collaboration Award for sustained, significant and meritorious achievement in collaborative research and scholarship in 2015, Best paper award, 2017 IEEE UEMCON , New York, Oct. 2017; Best paper award, DesignCon 2011, Santa Clara, CA, Feb. 2011; Best student paper award, IEEE VTC 2010-Spring, Taipei, Taiwan, May 2010; Best student paper award finalist, 43rd Asilomar Conference on Signals, Systems, and Computers, Asilomar, CA, Nov. 2009, Research Achievement Award, Wireless Advanced Technology Lab, Lucent Technologies in 2001, and 1997 NJIT Hashimoto Prize (to an ECE doctoral student). For his teaching, he was selected by students at Oregon State University as IEEE Professor of the Year in 2003-2004 and in 2006-2007.
